Nine findings that define 2026
- Market01
Spending is bigger but more concentrated.
Federal contract obligations grew to $793 billion (inflation-adjusted) in FY2025, a $17.8 billion increase from FY2024. The number of distinct companies receiving awards fell from 108,899 to 105,044 — a 3.5% decline concentrating spending among incumbents.

The composition shifted dramatically.
DoD obligations rose 9% to a record $521 billion in FY2025; civilian agency obligations fell to $287 billion — a sharp year-over-year drop in nondefense contracting. GovSpend’s DOGE tracker documents a $2.51 billion de-obligation across a $329.8 billion pool of impacted awards, with 59% of terminated contract actions originally going to small businesses.

Federal AI procurement exploded almost 10×.
Obligated federal AI funds rose from $675M in FY2024 to $7.2B in FY2026 — a 966% increase. Potential award value rose 1,912% to $91.8B; DoD represents 98.9% of that total.

AI is no longer a niche tool.
79% of proposal teams used generative AI in 2025, up from 34% in 2023; among software-vertical teams the number is 92% in 2026. Microsoft 365 Copilot reached general availability in GCC High in December 2025.

Federal evaluators have started using AI.
The Army is procuring an AI-enabled source-selection solution; ATARC’s Agentic AI Lab demonstrated three specialized agents (FAR-compliance, executive-order, technical-evaluation) evaluating an $8.5 million proposal modeled on a real federal solicitation; GSA has begun an AI-powered procurement-ecosystem overhaul.

Bandwidth has overtaken every other operational pain.
For the first time in the seven-year history of the Loopio/APMP benchmark, “bandwidth / team capacity” became the #1 challenge for RFP teams. Only 34% of organizations have a robust centralized content hub; 88% of high-performing Leaders do.

Compliance is now an entry requirement.
DoD estimates ~80,000 firms need CMMC Level 2 certification, but only a small fraction are currently certified; C3PAO assessment wait times run 6–9 months today, with capacity strain widely expected to worsen through 2026. Manual compliance-matrix construction on complex bids routinely consumes several dozen labor hours.

Top performers are pulling away.
Top-quartile RFP teams win 60%+ of submissions, vs the 45% cross-industry average and ~40% for government and public-sector contractors. Leaders are 6× more likely to have fully deployed AI agents and 2× more likely to use AI for go/no-go decisions.

Pricing risk just transferred to the bidder.
Executive Order 14275 (April 2025) and the April 2026 fixed-price Executive Order — combined with shrinking civilian budgets and CR turbulence — push cost and execution risk onto contractors.
What this means
The proposal operation of 2026 is fundamentally different from the operation of 2023. The work is denser, the competition is more concentrated, AI is on both sides of the evaluation, compliance is heavier, and bandwidth is the binding constraint. The contractors that will pull ahead of their peers are the ones that treat strategic response as a board-level capability — investing in capture, knowledge, governance, and AI together, not in isolation.
